সরকারি ফি-র নামে বাড়তি টাকা চাইলে কী করবেন Asked to pay more than the official fee? What to do

মামলা, দলিল, সার্টিফায়েড কপি বা অন্য কোনো সরকারি কাজে নির্ধারিত ফি থাকে। কিন্তু অনেক সময় "সরকারি খরচ" বলে তার চেয়ে বেশি টাকা চাওয়া হয়। এমন হলে নিচের কাজগুলো করুন।

১. আগে আসল ফি জেনে নিন

  • যে অফিসে কাজ, সেখানে সাধারণত ফি-র তালিকা টাঙানো থাকে, যেমন আদালতের নকলখানা, রেজিস্ট্রি অফিস, ভূমি অফিস। তালিকাটা দেখে নিন।
  • সংশ্লিষ্ট দপ্তরের ওয়েবসাইটে বা সরকারি তথ্যবাতায়নে (bangladesh.gov.bd) সেবার ফি দেওয়া থাকে।
  • আপনার আইনজীবীকে জিজ্ঞেস করুন, কোন খাতে কত সরকারি ফি আর কত তাঁর নিজের পারিশ্রমিক। এই দুটো আলাদা করে জানার অধিকার আপনার আছে।

২. প্রতিটি টাকার রসিদ চান

  • সরকারি ফি জমা হলে চালান, কোর্ট ফি স্ট্যাম্প বা অফিসের রসিদ থাকে। সেটা দেখতে চান, কপি রাখুন।
  • সম্ভব হলে নিজে ব্যাংকে, অনলাইনে বা মোবাইল ব্যাংকিংয়ে চালান জমা দিন। তাহলে কত টাকা গেল, নিজেই জানবেন।
  • রসিদ ছাড়া নগদ টাকা দেবেন না। দিতেই হলে কাকে কত দিলেন, তারিখসহ লিখে রাখুন।

৩. বাড়তি চাইলে ভদ্রভাবে প্রশ্ন করুন

  • "এই টাকাটা কোন খাতে? রসিদ পাব?" এই প্রশ্নেই অনেক সময় বাড়তি দাবি থেমে যায়।
  • কথাবার্তা লিখিত রাখুন, যেমন এসএমএস, হোয়াটসঅ্যাপ, চিঠি।

৪. অভিযোগ কোথায় করবেন

  • **অফিসের ভেতরে:** সংশ্লিষ্ট অফিসের প্রধান কর্মকর্তা বা দায়িত্বপ্রাপ্ত কর্মকর্তাকে লিখিত অভিযোগ দিন। প্রাপ্তিস্বীকার নিন।
  • **আদালত-সংশ্লিষ্ট হলে:** আদালতের প্রশাসনিক কর্মকর্তা বা নাজির শাখায় জানাতে পারেন।
  • **আইনজীবীর বিরুদ্ধে অভিযোগ হলে:** তাঁর জেলা আইনজীবী সমিতিতে লিখিত অভিযোগ দিতে পারেন।
  • **সরকারি সেবায় ঘুষ বা হয়রানি হলে:** জাতীয় তথ্যসেবা ৩৩৩, অথবা দুর্নীতি দমন কমিশনের হটলাইন ১০৬।
  • **অভিযোগ প্রতিকার ব্যবস্থা (GRS):** সরকারি দপ্তরের বিরুদ্ধে অনলাইনে অভিযোগ করা যায়: grs.gov.bd

৫. কাগজ গুছিয়ে রাখুন

রসিদ, চালান, বার্তা আর তারিখের তালিকা এক জায়গায় রাখুন। অভিযোগে এগুলোই আপনার প্রমাণ।

Cases, deeds, certified copies and other government services all have a fixed official fee. Sometimes, though, people are asked for more in the name of "government costs". If that happens, here is what to do.

1. Find out the real fee first

  • Most offices display a fee chart: the court copying section, the sub-registry office, the land office. Read it.
  • The department's website or the national portal (bangladesh.gov.bd) lists service fees.
  • Ask your lawyer to separate the official fee from their own professional fee. You are entitled to know both.

2. Ask for a receipt for every taka

  • Official fees leave a trace: a treasury challan, court-fee stamps or an office receipt. Ask to see it and keep a copy.
  • Where you can, pay the challan yourself at the bank, online or by mobile banking, so you know exactly what was paid.
  • Avoid cash without a receipt. If you must pay, note who received how much and when.

3. Question extra demands politely

  • "Which head is this for? Will I get a receipt?" That alone often ends an extra demand.
  • Keep the conversation in writing: SMS, WhatsApp, letters.

4. Where to complain

  • **Inside the office:** give a written complaint to the head or the officer in charge, and take an acknowledgement.
  • **Court matters:** you can inform the court's administrative officer or the Nazir section.
  • **About a lawyer:** you can file a written complaint with their district bar association.
  • **Bribes or harassment in a public service:** the national helpline 333, or the Anti-Corruption Commission hotline 106.
  • **Grievance Redress System (GRS):** complaints against government offices can be filed online at grs.gov.bd

5. Keep your papers together

Keep receipts, challans, messages and a list of dates in one place. In a complaint, they are your evidence.
