নামজারি Mutation of land records

দলিল করলেই জমি আপনার নামে হয় না। সরকারি খতিয়ানে নাম না উঠলে খাজনা দেওয়া যায় না, জমি বিক্রি করা যায় না, ব্যাংক থেকে ঋণও মেলে না। সেই নাম ওঠানোর কাজটাই নামজারি।
নিচে সরকারি নিয়ম অনুযায়ী খরচ, সময় ও কাগজপত্রের তালিকা দেওয়া হলো।
কী কী কাগজ লাগবে
- মূল দলিলের সার্টিফাইড কপি
- সর্বশেষ খতিয়ানের কপি (আর.এস / বি.এস)
- হালনাগাদ খাজনার দাখিলা
- আবেদনকারীর জাতীয় পরিচয়পত্র ও পাসপোর্ট সাইজ ছবি
- ওয়ারিশ সূত্রে হলে ওয়ারিশান সনদ ও মৃত্যু সনদ
- বায়া দলিল, প্রযোজ্য হলে

এর বাইরে কেউ টাকা চাইলে সেটি সরকারি ফি নয়। ফি অনলাইনেই দেওয়া যায়।
কত দিন লাগে
সাধারণ আবেদনে ২৮ দিন। ২০২৬ সালে ভূমি মন্ত্রণালয় সময়সীমা ৪৫ কার্যদিবস থেকে কমিয়ে এটি নির্ধারণ করেছে।
প্রবাসী বাংলাদেশিদের জন্য দ্রুত ব্যবস্থা আছে — সিটি কর্পোরেশন এলাকায় ১২ কার্যদিবস, অন্যান্য এলাকায় ৯ কার্যদিবস।
আপত্তি পড়লে বা কাগজে গরমিল থাকলে সময় বাড়ে।
যেসব কারণে আবেদন আটকায়
- দাগ নম্বর বা খতিয়ানের সঙ্গে দলিলের তথ্য মেলে না
- ওয়ারিশদের কেউ বাদ পড়েছেন বা আপত্তি দিয়েছেন
- একই জমি নিয়ে আগে থেকেই মামলা চলছে
- আগের হস্তান্তরের নামজারি করা হয়নি, শৃঙ্খল ভাঙা
- খাজনা বকেয়া
এই অবস্থাগুলোতে শুধু আবেদন করলে হয় না — কাগজ ঠিক করা, আপত্তির জবাব দেওয়া বা প্রয়োজনে আদালতে যাওয়া লাগে।
আমি কী করি
কাগজপত্র যাচাই করে দেখি আবেদন টিকবে কি না, তারপর আবেদন প্রস্তুত ও দাখিল করি। আপত্তি পড়লে শুনানিতে প্রতিনিধিত্ব করি। প্রত্যাখ্যাত হলে আপিল, আর প্রয়োজনে দেওয়ানী আদালতে স্বত্ব ঘোষণার মামলা।
প্রথম কথাবার্তাতেই বলে দিই কাজটা সহজ না জটিল, আর কত সময় লাগতে পারে।
A deed alone does not put the land in your name. Until the government record carries your name you cannot pay land tax, sell the land, or raise a loan against it. Mutation is the step that puts your name on that record.
What it costs, how long it takes and which papers are needed, as the rules stand.
Papers you will need
- Certified copy of the deed
- Copy of the latest khatian (RS / BS)
- Up-to-date land tax receipt
- National ID and passport-size photograph of the applicant
- Succession certificate and death certificate, where the claim is by inheritance
- Previous deeds in the chain, where applicable
What the government charges

Anything demanded beyond this is not a government fee. The fees are payable online.
How long it takes
Twenty-eight days for an ordinary application. The Ministry of Land set this in 2026, down from forty-five working days.
Non-resident Bangladeshis are dealt with faster — twelve working days in city corporation areas, nine elsewhere.
An objection, or a mismatch in the papers, will take longer.
Why applications get stuck
- The deed does not match the plot number or the khatian
- An heir has been left out, or has objected
- A suit over the same land is already pending
- An earlier transfer was never mutated, breaking the chain
- Land tax is in arrears
In these cases filing again does not help. The papers have to be put right, the objection answered, and sometimes the matter taken to court.
Where I come in
I check the papers first to see whether the application will stand, then prepare and file it. If an objection is filed I appear at the hearing. If it is rejected, an appeal — and where necessary a title suit in the civil court.
